PHILADELPHIA CAPITAL IMPROVEMENT PROGRAM

The School District of Philadelphia Capital Improvement Program and School Reform Commission implemented a comprehensive, multi-billion-dollar facilities modernization initiative to address district-wide needs.  

The program focused on relieving overcrowding, modernizing aging infrastructure, and expanding educational opportunities across the district’s building portfolio, many of which were constructed prior to 1953. It also supported the reconfiguration of middle schools into smaller high school and elementary school models, while promoting local workforce participation and MBE/WBE engagement. 

The program included the construction of 10 new high schools and 8 new elementary schools, along with five additions existing facilities. It also delivered major renovations across numerous buildings, including roof and façade replacements, window and door upgrades, and improvements to science, media, food service, and MEP systems, as well as interior renovations to support new grade configurations.
