PHILADELPHIA CAPITAL IMPROVEMENT PROGRAM

The Capital Improvement Program and the School Reform Commission have unrolled an extremely aggressive facilities renovation program to combat several key issues.

  • Relieve overcrowding and provide the children with new educational opportunities.
  • Begin to bring the District’s 315 buildings, of which 71% were constructed in 1953 or earlier, into the 21st Century.
  • A planned phasing out of middle schools; with conversion of these facilities to small high school and elementary schools.
  • Capitalize upon the vast pool of potential work force residing in local zip codes, so that the District gives back to the community more than just education of our youth.
  • Maximize the opportunities for meaningful participation by qualified MBE/WBE

The School District of Philadelphia (SDP) proposes a comprehensive $3 Billion Capital Improvement Program spanning fiscal years 2003 through 2007.

The four major components of the program are:

  • Construction of at least 10 new high schools, each with enrollments between 800 and 1000 students.
  • Construction of 8 new elementary schools, each serving 800 to 1000 students, and construction of five additions or annexes.
  • Major renovations at numerous facilities including roofs, facades, windows, exterior/interior doors, science and multimedia center upgrades, MEP upgrades and food service areas.
  • Major renovations necessary for conversion of several facilities to different grade configurations.
